In 2021, Colorado Governor Jared Polis signed into law House Bill 21-1110, which amended existing Colorado statutes to strengthen protections against discrimination for persons with disabilities (the “Digital Accessibility Law”). 

The Digital Accessibility Law requires all state agencies, local governments, or any instrumentality of a state or local government to comply with state-established accessibility standards on or before July 1, 2024. Through House Bill 24-1454, the Colorado legislature extended the compliance deadline for public entities to July 1, 2025, so long as public entities demonstrate good-faith efforts toward compliance and post quarterly progress reports. 

Platte River is committed to digital accessibility. Platte River is working with a consultant to make our digital products accessible to people with disabilities. We continue to work to develop a complete digital accessibility plan by: 

  • Reviewing example documentation from other state and federal agencies to evaluate best practices; 
  • Engaging third-party consultants to help us make sure our digital products are fully accessible; and, 
  • Creating draft digital accessibility plan documents and guidelines to support future Platte River digital products and outreach. 

Accessibility improvements in progress 

Platte River is currently developing a complete digital accessibility plan. Platte River is committed to furthering our good-faith efforts to comply with the Colorado Digital Accessibility Law.  

We are working to enhance the accessibility of our websites so they meet, and where possible exceed, the accessibility standards for all users.  

As a public entity, transparency is integral. All content will remain available while we work to improve accessibility. Our commitment to accessibility  

We are committed to providing equitable access to information to all users. Platte River is actively auditing and remediating its websites and digital content to meet or exceed WCAG 2.1 AA standards, in compliance with HB 21-1110, 8 CCR 1501-11, and applicable federal requirements. These guidelines help make technology accessible to users with sensory, cognitive, and mobility disabilities, ultimately benefitting all users, regardless of ability.  

We welcome comments on how to improve our technology’s accessibility for users with disabilities and invite requests for accommodations to any information on our websites. Responses will be sent within 5 business days of receipt, and any applicable investigations will be completed within 30 calendar days.

Digital accessibility report 

Our digital accessibility report provides comprehensive information on our commitment to digital accessibility. It explains the applicable legal requirements, our organizational approach, and information and communication technology (ICT) accessibility goals and strategies. Additionally, it gives updates on our progress, plans, and anticipated time frames, supporting transparency and continuous improvement in making our services accessible to the widest possible audience.  

Platte River is committed to complying with HB24-1454 by demonstrating good-faith efforts toward accessibility, publishing quarterly digital accessibility progress reports, and establishing a process for digital accessibility accommodation requests. These reports will summarize progress made across the following areas: web pages and PDFs; digital signage, kiosks, and public meeting tools; and change management, training, and communication. Each section will highlight our achievements, the data we’re tracking and reporting, and our goals for the next progress update, outlining a clear strategy toward full compliance. These reports will be published quarterly and available on this page.  

Accessibility design guidelines 

Our website has been designed with the following accessibility guidelines in mind:  

  • Our website is designed to comply with WCAG 2.1 AA standards, as required under Colorado HB 21-1110, 8 CCR 1501-11, and federal regulations. Design guidelines include high color contrast, keyboard-only navigation, alt text for images, accessible headings, and clear link text. 
  • In compliance with Colorado HB21-1110, we are working with our Web Content Management (CMS) vendor to comply with WCAG 2.1+ Level AA (opens in new window) and will provide progress updates.  
  • If you have difficulty accessing the site or have any comments or feedback, please do not hesitate to contact us. Platte River will work to correct any accessibility issue within a reasonable timeframe.

Supported Assistive Technology 

Program, services, and activities accessibility and effective communication  

Platte River will, upon request, provide appropriate aids and services for qualified persons with disabilities so they can access Platte River information and meetings. Examples include qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments. All Platte River board meetings are streamed online and currently offer closed captioning to assist those with hearing impairments.  

Anyone who requires an auxiliary aid or service for effective communication or a modification to participate in a Platte River meeting or to access information should call 970-226-4000. 

Platte River requires a minimum of 48 hours advance notice to provide the requested auxiliary aid or reasonable accommodation.  

Platte River will make reasonable modifications so that people with disabilities may have an equal opportunity to access all public meetings and information. For example, individuals with service animals are welcomed in Platte River offices, even where pets are generally prohibited.  

Neither the ADA nor the Rehabilitation Act requires Platte River to take any action that would fundamentally alter the nature of its meetings or information or impose an undue financial or administrative burden.
