CARE in partnership with Efficiency Works

Whether you own or rent, Efficiency Works can help you save money and make your home more comfortable. In collaboration with Energy Outreach Colorado, Colorado’s Affordable Residential Energy (CARE) program assists income-qualified residents in Platte River Power Authority’s service areas, including Estes Park, Fort Collins, Longmont and Loveland.

The goal of the program is to improve the efficiency, health, safety and comfort of your home through free home efficiency upgrades, including weatherization, heat pumps and heat pump water heaters, appliance upgrades as well as smaller items such as LED lights and water saving products. Eligibility requirements

You are eligible for CARE if:

Your household is at or below 80% of the area’s median income (refer to table below).

You reside in a single-family home, townhome or mobile home.

You receive residential electric service from Estes Park Power & Communications, Fort Collins Utilities, Longmont Power & Communications, or Loveland Water and Power.

Your home automatically qualifies if anyone in the home participates in one of the following assistance
programs (with proof of benefit):

  • Aid to the Blind (AB)
  • Aid to the Needy Disabled (AND)
  • Women, Infants and Children (WIC)
  • Temporary Aid to Needy Families (TANF)
  • Old Age Pension (OAP)
  • LEAP (Utility Bill Assistance)
  • Supplemental Nutrition Assistance Program (SNAP)

How to apply

Please fill out a CARE application at the link below. Renters need a signed consent waiver from their landlord. Then, email your completed application to [email protected]. You should receive a response via email in 4–5 weeks.
