From crisis to community strength: the evolution of Efficiency Works’ Community Efficiency Grant

The Community Efficiency Grant (CEG), initially introduced by Efficiency Works Business in 2021 for business organizations that serve the income qualified community who were disproportionately affected by COVID-19 and in need of financial relief, now serves a variety of community organizations who provide critical community services across Platte River Power Authority’s (Platte River) service region. It functions to support efforts in increasing energy efficiency and reducing utility expenses while offering retrofit rebate incentives.

The program serves a diverse coalition of community support organizations including Habitat for Humanity, Humane Society of Longmont, Estes Park Housing Authority, YMCAs and multiple Goodwill locations.

The CEG helps reduce the financial burden on nonprofits that want to make their facilities more energy efficient, allowing them to focus resources on serving their community and alleviating the pressure of making capital intensive building upgrades on their own. These upgrades can include new LED lighting, appliance rebates, insulation projects, and more, which can help reduce their overall operational costs and allows more of their funding to directly benefit community members.

A significant benefit of the CEG lies in its simplicity. A one-page digital application is all that is required of qualifying organizations to apply for funding in addition to the state rebate application. Local contractors act as program ambassadors, identifying eligible entities and opportunities for energy-saving upgrades. This program is Efficiency Works’ business programming equivalent to the Colorado’s Affordable Residential Energy program on the residential side.

The CEG represents a paradigm shift in Efficiency Works’ initiatives. By expanding beyond income-qualified services to critical community providers, this change enhances our communities’ ability to meet the needs of growing populations.

In 2024 alone, over $1 million in total funding was awarded to CEG grant recipients, representing a tenfold increase in non-profits and multifamily customers served. This promotes safer, more efficient spaces across the owner communities and reduces energy costs for organizations that need every dollar. Participants saved nearly 2,500 MWh per year, which is equivalent to the annual electricity consumption of over 300 homes in the Platte River service territory. The projects completed in 2024 were a tenfold increase in participation from these customer segments compared to pre-CEG participation levels.

Energy efficiency programs lay the foundation for a clean energy future

Efficiency WorksTM highlights residential and business program results from 2024

FORT COLLINS, Colo., – The communities of Estes Park, Fort Collins, Longmont and Loveland collectively reduced customer carbon emissions by about 8,200 tons in 2024 by participating in energy efficiency programs offered through Efficiency Works, which is managed by Platte River Power Authority. This is equivalent to removing over 1,900 gas-powered vehicles from the roadways.

“Efficiency Works is the customer-facing program of the local utilities and the team has been incredibly successful over the past decade at engaging customers in energy efficiency programs, activities and services,” says Jason Frisbie, general manager and CEO of Platte River. “Their expansion of these services to include electric vehicles and electrification will help customers participate in the region’s energy transition.”

While various residential, business and consumer programs contributed to Efficiency Works’ success in 2024, the following two programs exemplify how the collaboration is evolving to help engage all customers in a noncarbon energy future while supporting the local communities.

Efficiency Works Homes enhanced its partnership with the Colorado Affordable Residential Energy (CARE) program, managed by Energy Outreach Colorado, in 2023 to provide a broader range of support for income-qualified customers. In 2024, Efficiency Works made a significant change to the program to leverage partner skills, expanding service to hundreds of customers.

“Utilities are the second highest household expense for many customers,” says Bryce Brady, manager of distributed energy solutions for Platte River. “The CARE partnership helped drop participating customer electric bills by an average of 50%.”

In 2024, the Building Tune-Up program offered by Efficiency Works Business expanded its commercial buildings services to 72 buildings. This is up from an average of five participating buildings per year compared to previous program years. The program offers two services: Performance Plus, which focuses on HVAC system optimization, and retrocommissioning, which evaluates business automation systems to identify issues that may reduce energy efficiency over time.

“The relationships we’re creating through Building Tune-Up program lays the groundwork for businesses to participate in the region’s energy transition,” adds Brady. “In the future, the virtual power plant could signal a building’s automation system to adjust energy consumption in response to grid needs, helping Platte River manage its system.”

Hospitals in three communities, a large church and all eligible Poudre School District buildings adopted the retrocommissioning services in 2024.

Efficiency Works also launched a new online platform in 2024 for customers in Platte River’s owner communities to learn about thousands of energy efficiency products and make informed decisions. The platform provides expanded educational resources to help customers learn how to use their energy more effectively. Program staff will continue to expand these services with an enhanced website expected to launch later this year.

Building Tune-Up program: supporting the energy transition with practical solutions for businesses

2024 was full of major milestones in the world of commercial building efficiency. Efficiency Works’ Building Tune-Up (BTU) program, once a quiet presence in the industry, expanded its commercial buildings services to 52 buildings, representing a tenfold increase in participation. The program’s impact extends beyond these numbers.

For over a decade, the BTU program had been operating below the radar. The Efficiency Works team refined their approach in 2021 to better meet the needs of Platte River’s growing owner communities. The new program emerged through extensive utility program research, stakeholder engagement and consultation. It reduces financial barriers, offering tools and significant rebates that make energy efficiency options accessible to more businesses than ever before.

The relationships built through BTU efforts are laying the groundwork for a promising future, with the hope that the virtual power plant (VPP) will signal a building’s automation system to adjust energy consumption in response to grid needs, supporting our energy load use. Strategic relationships between the Efficiency Works team and key account managers continue to create valuable pathways for direct customer outreach and participation throughout our energy transition.

This revamp marked a shift from simple lighting upgrades to tackling the energy-hungry HVAC systems. By focusing on middle-of-life equipment, the program found a sweet spot – optimizing existing systems without requiring costly replacements. This practical approach not only saves energy but also lays the foundation for these optimized systems to potentially provide a reliable buffer during periods of low wind or solar power generation.

The BTU program offers two main options: Performance Plus and retrocommissioning. Performance Plus focuses on HVAC optimization, where contractors perform enhanced maintenance and upgrades on existing equipment in buildings of all sizes.

Meanwhile, the retrocommissioning path took a different approach, diving deep into the digital brains of buildings – their automation systems. Engineers can uncover and fix issues that quietly reduce efficiency over the years. According to Pierce Robbins from McKinstry, a contractor partner, “the new Efficiency Works program is the Cadillac of retrocommissioning programs.”

The results speak volumes: hospitals across three communities opened their doors to the program, a large church joined the energy-saving movement, and the entire eligible portfolio of Poudre School District buildings embraced the change.

The BTU program stands as a testament to what’s possible when innovation meets community needs, proving that the most powerful transformations start with innovative utility staff listening to customer needs.

Platte River expands Efficiency Works Homes program for low-income customers

Program is on track to more than double number of customers served in 2023

FORT COLLINS, Colo. – The Efficiency WorksTM Homes program and Energy Outreach Colorado (EOC) recently formalized a partnership to provide a broader range of support for income-qualified customers, helping them to use their energy effectively and participate in the region’s transition to a noncarbon future.  

Efficiency Works is a regional energy efficiency collaboration that provides guidance and resources for customers to use energy effectively, work toward a noncarbon energy future and build strong, resilient communities for those served by Platte River Power Authority in Estes Park, Fort Collins, Longmont and Loveland.  

“This unique partnership allows Platte River to fund measures beyond the conventional scope of CARE’s programming,” says Raj Singam Setti, chief operating officer, innovation and resource strategy integration, for Platte River. “We are honored to help lead the nation in providing customers of all financial backgrounds the opportunity to participate in the energy transition.”   

The Colorado Affordable Residential Energy (CARE) program, administered by EOC, aims to expand the impact of no-cost-to-customer home energy upgrades to those who meet the income-qualified requirements. Through its partnership with Efficiency Works, the CARE program is the most well-funded program in the state with the most comprehensive list of available retrofit options. In 2023, the CARE program increased its financial investment in the income qualified community by over 1,000% when compared to previous years.

Additionally, this program helps customers electrify their homes where possible and when appropriate based on individual circumstances. 

“Energy Outreach Colorado, in partnership with Platte River, has made a significant impact on vulnerable communities through the Efficiency Works Homes program,” says Ann Cruz, single family/CARE program manager for Energy Outreach Colorado. “This investment allowed the CARE program to reduce the average participant’s utility bill by 40-50%, providing a positive impact in customers lives and allowing them to participate in the ongoing energy transition,” says Cruz.

New $5,000 rebate announced to help deploy public electric vehicle charging

Efficiency Works unveils new initiative for businesses

A new rebate of up to $5,000 to help install public Level 2 electric vehicle (EV) charging infrastructure in northern Colorado is now available from Efficiency Works. The initiative aims to improve access to public EV charging stations in Estes Park, Fort Collins, Longmont and Loveland.

“The new EV charging infrastructure rebate aligns with Platte River’s long-term goal of 100% noncarbon electricity generation for our owner communities,” said Jason Frisbie, general manager and chief executive officer at Platte River Power Authority. “The rebate will enable businesses across northern Colorado to build out Level 2 EV chargers, expanding a zero-emission vehicle infrastructure network and supporting the elimination of air pollutants from the transportation sector.”

Customers with commercial electric service from Estes Park Power and Communications, Fort Collins Utilities, Longmont Power & Communications and Loveland Water and Power are eligible for the rebate. Rebate funds can be used for expenses related to preparing a site for EV charging equipment installation, such as trenching, underground wiring, new meters and concrete, which comprise much of the cost to install an EV charger. The charging equipment must be installed in a location accessible to the public.

Energy efficiency education program reaches 2,300 students in 2023

Local program to continue for the 2023-24 school year

 

FORT COLLINS, Colo., – Building upon its pilot program in 2022, the Think! Energy with Efficiency Works education program achieved significant success in 2023, engaging more than 2,300 fourth grade students in Estes Park, Fort Collins, Longmont and Loveland, exceeding the goal set for 2023.

A total of 40 schools in school districts served by Estes Park Power and Communications, Fort Collins Utilities, Longmont Power & Communications and Loveland Water and Power participated in the program.

The program’s curriculum included interactive activities to teach students about energy sources (including renewable energy), presentations on how energy and water is used in our daily lives and tips on how to conserve energy and water. Each participating student received a conservation kit, which included LED light bulbs, faucet aerators and a high efficiency showerhead. The students were encouraged to install these items in their homes, experiencing firsthand the impact of efficient choices.

“The energy industry is evolving every day as we work towards a cleaner energy future,” said Bryce Brady, who oversees Efficiency Works programs as the Energy Solutions Manager at Platte River Power Authority. “Platte River understands that the success of this evolution depends on partnerships and education. This program exemplifies the power of partnerships and how important education will be to sustain the shift to a cleaner energy future.”

The collaboration between Platte River Power Authority, its distribution utilities and local school districts was critical to the program’s success. The Think! Energy with Efficiency Works program will continue for fourth grade students in the 2023-24 school year.

Discussion focused on electrification and transition to heat pump technologies in cold climate

Recently, over 40 local HVAC contractors, manufacturers, and distributors who participate in the Efficiency Works program attended a training session at the Platte River Power Authority headquarters to hear the latest updates from Efficiency Works on electrification topics, particularly on the transition to heat pump technology in cold climates.

Heat pumps are a type of heating and cooling system that operate by transferring heat from the outside air or ground into a building. Unlike traditional heating and cooling systems that burn fuel such as natural gas to generate heat, heat pumps are electric and use refrigerants to move heat around. They are an energy-efficient alternative to traditional heating and cooling systems, and are gaining popularity in cold climates like northern Colorado.

The training session focused on how heat pumps can function effectively in colder climates, particularly with advances in technology that have made them more efficient in lower temperatures. Attendees learned about the best practices for installing and maintaining heat pump systems, including proper sizing, ductwork, and commissioning.

One of the key takeaways from the session was that the transition to heat pump technology in cold climates requires collaboration among HVAC contractors, manufacturers, and distributors to ensure that the systems are installed and maintained properly for optimal performance. The supply chain concerns facing the HVAC industry were also discussed, including global supply chain disruptions and labor shortages.

As more buildings and homes transition to electric heating systems, the discussion provided an opportunity for HVAC contractors, manufacturers, and distributors to stay up to date on the latest trends and best practices to provide efficient and effective solutions for their customers, especially as Efficiency Works rebates transition to increasingly focus on electrification starting April 1, 2023. Utility efficiency program makes an impact on northern Colorado carbon reduction

Program success equivalent to powering 2,000 homes in 2022

FORT COLLINS, Colo., – In 2022, Efficiency Works, an energy efficiency program managed by Platte River Power Authority (Platte River) and its four owner communities, helped residential and commercial electricity customers save 22,838 megawatt-hours (MWh) of energy, reducing carbon emissions by 16,138 tons, equivalent to reducing gasoline consumption by more than 1.8 million gallons annually.

“The success of Efficiency Works is built on the unity and collaboration between Platte River and our four owner communities of Estes Park, Fort Collins, Longmont and Loveland,” says Raj Singam Setti, chief transition and integration officer for Platte River. “Our customer programs, like Efficiency Works, highlight how much our region values energy efficiency and the power of a clean energy future. We will continue to support energy programs so commercial and residential customers can maximize their opportunities to save energy and money and reduce their carbon footprint over the long term.”

Over 1,300 homes received energy upgrades such as enhanced insulation, weather stripping or high-efficiency appliances, helping save participants more than $328,000 per year on future electricity bills. More than 100 of the upgraded homes were income-qualified customers receiving upgrades at little to no cost. In addition, Efficiency Works facilitated more than 600 upgrade projects with local businesses that will save over $1.9 million per year in operating costs, including $160,000 per year saved for businesses that directly serve the income-qualified community.

Since Platte River’s owner communities combined efforts to form Efficiency Works in 2014, commercial and residential customers have reduced their electric usage by more than 200,000 MWh, equivalent to the average annual energy consumption of nearly 18,000 homes.

Efficiency Works programs are available to residential or commercial customers of Estes Park Power and Communications, Fort Collins Utilities, Longmont Power & Communications and Loveland Water and Power.
