Income-qualified programs
Whether you own or rent, Efficiency Works, in partnership with Energy Outreach Colorado, can help income qualified customers save money and improve home comfort with free energy upgrades. This program is intended for customers at or below 80% of the Area Median Income (AMI) of their county of residence.

Find additional resources to help scope and fund your energy optimization projects. Some of these entities provide incentives and programs that can be stacked with Efficiency Works offerings. Please check with each entity to confirm eligibility and acceptability of rebate stacking before beginning any projects.
Colorado Home Energy Rebate Program
Offers rebates to eligible Coloradoans for high-efficiency electric appliances and whole-home energy efficiency upgrades. These rebates lower upfront costs for projects that reduce energy use and make homes healthier and more comfortable.
Colorado Energy Office
Offers complimentary programs for energy efficiency, transportation electrification and renewable energy throughout the state of Colorado.
Colorado Clean Energy Fund
Offers financing mechanisms for energy efficiency and renewable energy projects throughout the state of Colorado.
Denver Regional Council of Governments
Offers funding for transportation and personal mobility, growth and development, and aging and disability resources.
Colorado Home Energy Appliance Rebate Program information
The Colorado Home Energy Appliance Rebate (HEAR) Program is available to households earning up to 150% of their county’s Area Median Income (AMI) for high-efficiency electric appliances and other upgrades in a single-family home, apartment, condo or manufactured/mobile home. Owners and operators of multifamily buildings smaller than 50,000 square feet may also qualify for per-unit HEAR rebates.
Tip #1: Submit an application
You are required to submit an application to verify your income eligibility to qualify. This application takes some time to complete and requires detailed information. Verify the Colorado Home Energy Rebate Program website to ensure you have collected all necessary documentation before starting your application to save time. Please note there is also a wait time for the Colorado Energy Office to review your application.
Tip #2: Calculate AGI
The up to 150% Area Median Income (AMI) limit is calculated off of your Adjusted Gross Income (AGI). Ensure that you make all necessary deductions when calculating your AGI for your best chance to qualify.
Tip #3: Work with a registered contractor
Ensure the contractor you are working with is registered on the Colorado Home Energy Rebate Program Registered Contractors list.
Tip #4: Get preapproval
Preapproval is required to secure funds. Ensure that the contractor you are working with submits and receives preapproval for the project before work begins.
Tip #5: Secure funds
All targeted rebates need to be itemized on the proposal and invoice in order to secure funds for multiple eligible upgrades. For example, if targeting a heat pump water heater with additional electrical wiring costs, your proposal and invoice must itemize the wiring costs in order to access the eligible upgrade incentives.
